You can setup policies to manage users folders however the default schedule to run is never so you need to change that.. Here is how:
Server Configuration > Mailbox Server > Click on the mailbox server that hosts the mailbox that you have set the policy on, Properties Or right click the server, properties.
Click the Message Records Management Tab, Create a schedule.
